EPAP supports the design, financing, implementation and evaluation of policies and programmes for more and better jobs. We work with governments, social partners and development institutions on national employment policies, economic strategies for job creation, active labour market programmes and public employment services. Our offer combines open and tailored training with employment diagnostics, policy advice, applied analysis and project implementation support. We help partners align economic policies and public budgets with employment objectives, assess the employment effects of investments, and respond to informality and technological, demographic and green transitions.

  • Employment Academy: Our flagship learning and dialogue programme on employment policy, productivity and structural transformation, delivered jointly with the ILO.
  • Employment impact assessment: Practical training in methods to assess how policies and investments affect employment, including input–output and social accounting matrix analysis.
  • Financing Jobs and Skills and Pro-Employment Budgeting: Tools, training and advisory support to integrate employment objectives into public planning and budgeting.

EPAP strengthens skills and lifelong learning systems to improve access to decent work and respond to changing labour market needs, including the emergence of AI-infused workplaces. We combine open and tailored training with policy advice, skills needs assessments, curriculum development and project implementation support. Our work covers skills anticipation and matching, technical and vocational education and training (TVET) governance and management, quality apprenticeships, and the reskilling and upskilling of people for an increasingly digital and AI-enabled labour market. Working with governments, social partners and training institutions, we help improve training quality and inclusion, strengthen links with the world of work, support responsible and inclusive adoption of AI, and prepare workers and skills systems for technological, AI-driven and green transitions.

  •  Skills Academy: Our flagship programme brings together ILO expertise and international experience on skills policies, governance, financing, skills anticipation and inclusive learning pathways.
  • Skills Policy Lab: An applied programme combining foresight, policy analysis and peer exchange to develop practical skills policy proposals addressing national and institutional challenges.
  • TVET management: Training and technical support to strengthen institutional leadership, strategic planning, quality assurance, financing and digital transformation.
  • Quality apprenticeships: Practical training and tools for designing, implementing and assessing apprenticeship programmes, including employer engagement, workplace learning and skills assessment.

EPAP helps people and institutions turn research into policy and develop responses to technological and social change. We connect evidence-informed policymaking, foresight and social innovation to advance decent work and sustainable development. Through policy labs, tailored training and postgraduate programmes, we build the capacity to assess evidence, explore possible futures and develop practical policy options. Working with the ILO and academic partners, we also provide facilitated dialogue and technical support to help institutions develop approaches suited to their priorities and contexts.

  •  AI Policy Lab: Combines ILO research, foresight and participatory policy design to help governments and social partners develop responses to AI’s implications for jobs, skills and working conditions.
  • Diploma in Evidence-Based Public Policy: Developed with the ILO Research Department, this flexible learning pathway builds practical skills in research methods, policy design and communicating evidence, culminating in an applied capstone project.
  • Master’s programmes: Our Master in Social Innovation for Sustainable Development, with the University of Turin, develops practical approaches to social and environmental challenges. Our Master in Technology and Public Policy, with Politecnico di Torino, explores how public policy can shape technological change and its social impact. Both combine academic learning with applied project work.
